Pavel Durov, the Russian billionaire and founder of the popular messaging app Telegram, was detained by French authorities at Paris-Le Bourget Airport on Saturday evening (August 24). The arrest occurred shortly after Durov arrived on his private jet, according to local French media outlets TF1 and BFM TV, citing anonymous sources.

Reason for Arrest: Content Moderation or Political Agenda?

The detention is linked to an investigation into alleged insufficient content moderation on Telegram, which French authorities claim has allowed criminal activities to persist unimpeded on the platform. Pavel Durov, aged 39, holds not only Russian citizenship but also French, United Arab Emirates, and Saint Kitts and Nevis nationalities—a small Caribbean nation. According to Forbes, Durov’s wealth is estimated to be USD 15.5 billion or over 241 trillion IDR. In 2014, he left Russia after refusing government demands to shut down opposition communities on his social media platform VKontakte, which he subsequently sold.

After leaving Russia, Durov moved Telegram’s operations to Dubai in 2017 and later became a French citizen in 2021. In an interview with American journalist Tucker Carlson, Durov emphasized his preference for freedom over obeying anyone’s orders, underscoring his commitment to maintaining Telegram’s independence.

Telegram: A Controversial Platform Under Global Scrutiny

Telegram, founded by Durov, has become one of the world’s most popular messaging apps, competing with platforms such as WhatsApp, Facebook, and WeChat. However, its popularity has also brought significant controversy. In 2018, Telegram was blocked in Russia after Durov refused to grant access to encrypted user messages to national security services.
